De fet, ha aprofitat per lamentar que a les Terres de l’Ebre sovint s’actua des del clientelisme; una pràctica que “encara empobreix més el territori”. Finalment, Casadó ha tornat a defensar la validesa del Pla Estratègic i per l’Ocupació de les Terres de l’Ebre, ara al calaix de la Generalitat, i també s’ha mostrat crític amb la falta d’impuls a la Reserva de la Biosfera.
